A comparison-
I have had Chevy 1/2 ton 350 cuin PU's with Carburetor and throttle body.
Carb's averaged 10-12 MPG.
Throttle body averaged 18-20 MPG.

Mr Gasket makes a line of fuel pumps that are sold at Auto Parts stores.
They even make one for diesel that I am using on my farm tractor.

Possibly fuel shutoff solenoid.
They get weak over time and back pressure will keep them from opening until pressure is relieved. (over time/cool down)
I had a CAT that would do it on a Boom Truck. If I came in from a run and shut it off it would not start after a short time.
If I loosened a fuel line and the pressure then it would start right up.
I was too poor at the time to buy the solenoid so I would just shut it off, then turn the key back on to keep the solenoid open so it would restart.

Mechanic (?) probably got a text on their phone and forgot what they were doing.
Everywhere I go I see people on the clock looking at their phone or on it.
